Call to Order:
Board President Mike Mansell called the meeting to order at 10:31 a.m., and attendees were welcomed
Agenda was reviewed. George Dalgetty made a motion to approve agenda; motion was seconded by Jerry Bryant. Agenda was approved by a unanimous vote.
Minutes of the January meeting were handed out prior to the meeting for review. One correction was noted that Jerry Bryant had not been at the meeting. A motion was made by George Dalgetty to approve the minutes as corrected, seconded by Dennis Boerger. Minutes were approved.
Jerry Bryant presented the Treasurer’s Report. General Fund was discussed and the beginning balance is $9,670.86, combined with the incoming funds, totaled $24,770.56. This included $12,230.00 from the gun raffle. The Special Fund balance as of 5-15-2022 is $5,744.88. Motion was made by George Dalgetty to accept the Treasurer’s Report as presented. Motion was seconded by Duane Schwent. Vote to accept Treasurer’s Report was unanimous
2022 MHEIA Conference:
We received very positive comments from our conference participants.
It was noted that there had been concern expressed by the MDC (Justin McGuire) that two of the awards had gone to MDC employees.
We had discussion regarding holding future conferences on an annual or biennial basis, versus a state meeting. Also an annual business meeting and instructional conference was discussed.
Frank Powers suggested a committee be established to look into alternatives.
Michelle Gabelsberger will communicate with Dennis Desmond and Sandy Hedges regarding this.
Karen Mansell reported we had received five new memberships. At the present time, we have 76 members, and have received 5 new individual memberships, one life membership, and one business affiliate membership.
There was discussion whether there is a need for member benefits. This will be discussed at later meetings.
It was noted that changes had been made to the MHEIA website by Rob Brandenberg and is keeping it updated.
Sandy Hedges requested copy be due on May 25th, and hopefully she will be able to get the newsletter out around Memorial Day or shortly thereafter.
2022 State Fair:
Kenny Clasphile noted that there contact from the MDC as to whether there would be a manned Hunter Education booth at this 2022 State Fair.
Michelle Gabelsberger discussed MHEIA participation at CFM Annual Conference being held in September. Jerry Bryant will go as an affiliate. Mike Mansell and George Dalgetty are tentatively planning to go, and Frank Powers would be an alternate. The cost for each extra participant after two is $25.00.
Mike Mansell reported that this year’s event will be a one-day event being held on June 4th. Events have been pared down to shooting events and general knowledge. Expected number of participants is 15 to 20, with participants from Kansas City and Brookfield.
Jerry Bryant suggested that instead of the 20-gun drawings usually held at the conference, that we look into each region have a gun drawing.
George Dalgetty has indicated that he has a dealer that would be willing to work with us for future gun drawings.
It was also discussed looking at higher dollar products.
George Dalgetty also discussed the possibility of drawings for gift cards in lieu of firearms.
George Dalgetty made the following motion:
“Each region shall be responsible for and empowered to do a regional
fundraiser, long gun, gift card, or other price of approximately $500
value every six months.”
The motion was seconded by Dennis Boerger. Motion passed unanimously.
Michelle Gablesberger indicated that she has contact information for Bass Pro Corporate Offices for gift cards.
The Golden Boy rifle drawing was held, and the winning ticket was sold by George Dalgetty. George will see that the rifle is delivered to the winner.
Tickets for drawing of .32 CVA rifle was postponed until August meeting.
Alternative Payment Methods:
Dennis Boerger reported that he had looked into PayPal. The cost for in-person payments is 1.9% plus $0.10 per transaction above $10.00. Fees go up from there, depending on amount of transaction.
Other payment plans for technology were discussed including, the QR Code, Zelle, and Square.
Michelle Gabelsberger will provide information for software plans.
Mike Mansell discussed website and pamphlets to be handed out. Michelle Gabelsberger presented a sample pamphlet for MHEIA.
Frank Powers indicated that the Bylaws were voted on at the conference, and copies of the final were presented.
The Bylaws still need to be finalized by Mike Mansell signing as the President, and by Earl Williamson, Secretary at the time of the Conference. The seal must be affixed also.
We are now registered with Amazon for our participation in the Amazon Smile program. Information on how to sign up our personal accounts for this program for funds to go to MHEIA will be included in the next newsletter.
Activities were discussed such as catfish clinics, etc.
July 9, the Southwest Region will be hosting an event.
Dennis Desmond indicated a fishing clinic would be held in his region.
We have received $1,000 grant from the Risberg Program for a a youth outdoors event.
CFM Membership dues are due at the end of June. George Dalgetty made the motion to renew our membership. Dennis Desmond seconded the motion.
Jerry Bryant noted that following funding requests had been received.
$200 Catfishing Clinic held by Mike Mansell on the
Missouri River at Napoleon.
$500 Missouri Disabled Sportsmen by Pete Eisentraeger
for mobility-impaired outdoors activities
$200 Special Needs Youth Hunt at Bartle Scout Camp, requested

Purchase of three bows
Motion was made by Dennis Desmond to approving these grants and upping the funds to reimburse Mike Mansell for funds expended for the YHEC team. Motion was seconded by George Dalgetty. Motion passed.
Election of Officers
Mike Mansell was nominated by Dennis Desmond to remain as the President. Motion was seconded by George Dalgetty.
George Dalgetty was nominated as Vice President. Motion was made by Jerry Bryant, seconded by Dennis Boerger.
Dennis Desmond was nominated as Secretary, with Sandy Hedges serving as Assistant Secretary. George Dalgetty made the motion, and Jerry Bryant seconded the motion.
Jerry Bryant was nominated by George Dalgetty to remain as Treasurer. Dennis Desmond seconded the nomination.
The slate of nominated officers was presented to the Board, and was unanimously adopted.
Next Board Meeting
The next Board meeting will be held August 6, 2022, at 10:30.
A motion was made by Dennis Boerger and seconded by Jerry Bryant to adjourn the meeting at 1:30. Motion passed.
